I've uninstalled with iObit uninstaller, thinking maybe there were some registry things causing problems. I've uninstalled, and restarted, and reinstalled so many times I've lost count. Like I said, I did get it to run by setting my cab as the main display, but then that kills being able to do anything else with my PC. But as soon as I to move the window it freezes. I tried starting the game in windowed mode, by modifying the graphics.cfg, and the game launches. I cant use Win+Shift+Arrow key to move it. I thought maybe windows scaling was causing the problem, but I set that to 100% (normally at 225%) and that didn't help. I'm assuming whatever is causing this not to work is also what's causing the issue with changing resolution or anything else. Every other option I know for moving windows, that works for almost anything else, doesn't work for FX3. My PC and runs everything in my basement. But only if I make my cab my main display in windows. After hours of trouble shooting, I got it working. Well, today I built a small tabletop cab out of a spare 28" monitor. I've bought every single table for FX3, knowing that someday I'd build a cab. The only way I've ever been able to adjust graphics settings with this game (and only this game, ever) is by going through the local files and modifying the graphics.cfg. No matter what I do, I cannot get cabinet mode to work.
